You can screen someone who is legit clean, but then after they had done their training (with a certain training model/values) and put that training in some real-world experience, then they retire....those years of training remain intact for many years that they can act out upon it even if they are out of the service. Veterans need to be engaged and belong to more productive groups after they retired to keep them healthy (physically and mentally) and steer away from joining destructive purposes. Training/learning is a life-long changing process. The world is changing and people need to change, too. Human beings can't control or dominate this nature of existence.
